When you launch the Review App from a grant page or when you click on the Review Next Project link, the review page displayed is determined by which project has the least upvotes and was submitted last. The goal of this simple sort algorithm is to encourage grant supporters to review projects that have recently been submitted or might have otherwise been overlooked. We also want to avoid a positive feedback loop to form where a project that for whatever reason has gotten early traction is displayed more often securing more support making it very difficult for other project submissions to compete on an even playing field.
